Uptown's construction spending dropped from $6.1 million in August to $1.7 million in September—a 72% decline—even as permit count held fairly steady at 33. Express permits accounted for 23 of those 33. Graffiti removal led 311 service requests at 152, followed by 68 rodent complaints. Crime climbed slightly to 430 incidents, with violent offenses up by three to 135. Food inspection failures halved from eight to four.
