South Shore issued 35 permits in November, down from 47 the month before. Nearly $4 million in declared work kept the dollar total flat despite fewer applications. Twenty-nine permits came through the express program, with a handful going to renovations and reinstatements. No new business licenses showed up in the data, and no businesses closed.
