South Lawndale's December permit value hit $10.4 million, up more than sevenfold from November's $1.3 million. The 28 permits issued included 20 under the city's express program, four for signage, and three for renovation or alteration work. No new business licenses or closures showed up in the December data. What project accounts for the bulk of that $10 million swing isn't clear from permit categories alone.
