Permits in Pullman plunged in September—just nine issued, down from 21 the month prior, with total value falling from $1.5 million to $106k. Six of the nine were express permits. No new businesses opened or closed. Service requests dropped 23% to 205, led by garbage cart maintenance (23 calls) and tree removal inspections (17). Crime ticked up 16% to 87 incidents, with violent offenses rising from 18 to 27. Four food establishments failed inspections after none the previous month.
