Permit value in O'Hare fell 96% in December, from $56 million to about $2 million, though permit count jumped from 19 to 27—nearly all express permits. Aircraft noise complaints made up 26,207 of the month's 26,435 service requests. Total 311 calls dropped 18%. Violent crime rose from 21 to 26 incidents, a 24% increase.
