O'Hare recorded 30 permits in January worth $1.1 million, up from $91k the month before. Twenty-seven used the express permit program; three were renovation jobs. Aircraft noise complaints hit 21,559, down 25 percent but still swamping every other service request category. Crime fell 12 percent to 107 incidents. Violent offenses dropped from 28 to 21. One restaurant failed a health inspection, down from four.
