Near South Side pulled in $15.5 million in construction permits during November, up 48% from October, even though the number of permits fell by more than half. Express permits accounted for sixteen of the month's twenty-two filings. Service requests dropped 32%—graffiti removal topped the list with thirty calls, followed by eighteen complaints about broken traffic signals. Crime fell 25% overall; violent incidents were down 37%. Four restaurants failed health inspections, three fewer than the month prior.
