September's business license count jumped to 231 from 29 the month before, though most were special-event liquor permits tied to street fests and one-off gatherings. Among the few year-round additions: LFC Daycare Bilingual Early Learning Center and a shared kitchen permit for Tony's Fresh Market. Building permits fell by half—44 this month versus 86 in August—but the dollar total only dipped to $3.5 million. Rodent complaints led 311 requests at 114, just ahead of graffiti removal at 111. Crime was flat, off by two incidents.
