Grand Boulevard pulled 23 permits in November, down from 30 the month before, with total value falling to $4.3 million from $9.6 million. More than half the permits came through the express program. Five were tagged for new construction, four for renovation work. No new business licenses showed up this month, and last month didn't have any either.
