Grand Boulevard pulled 27 permits worth $5.2 million in September, down from $11.5 million the month before. Express permits led the batch with 13, followed by eight renovation jobs and six new construction starts. Service requests fell 26% to 507, with streetlight outages (43) and busted traffic signals (37) topping the list. Crime dropped 22% to 319 incidents; violent offenses went from 102 to 85. No new businesses opened or closed. One restaurant failed inspection, down from three.
