Building permit value in Clearing fell 32% in August, down to $639k from July's $944k, even as the number of permits dipped only slightly (23 vs. 26). Most of the 23 permits came through the express program. Residents filed 197 rodent complaints, making rat baiting the top 311 category by a wide margin.
