Avondale logged 38 new business licenses in November, up 27% from October. Among them: an International House of Pancakes, a tavern called Central Park Bar, and The Now Massage & Spa. Permits dropped 53% to 15, though dollar value only slipped 14% to $1.04 million. Express permits led the way with 10 filings. Graffiti removal topped 311 complaints at 139, while overall service requests fell 17% to 833. Crime dropped 17% to 158 incidents, including 39 violent offenses.
