Oakland permits jump to $95k, mostly express work

Abandoned vehicles (12) and graffiti (10) rounded out the top complaints. Just three permits were issued, totaling $36,850, down from five the prior month. Crime ticked up slightly: 76 incidents versus 69 in May, including 25 violent offenses. No new businesses opened or closed.
