Permit value in Lower West Side shot up 357% in July, hitting $5.5 million compared to $1.2 million the month before. The 40 permits issued included 17 from the Express Permit Program and 11 for renovations or alterations. Graffiti removal requests led 311 calls with 317, followed by 195 complaints about open hydrants. Crime climbed 16%, though violent offenses dipped slightly. Food inspection failures dropped sharply, from 13 to 4.
