Douglas permits fall to 14, mostly express work

Douglas logged 16 permits in October, up from seven the month before, with total value hitting $758k—a sevenfold increase from September's $101k. Twelve came through the express permit program. Two renovation permits and two new construction permits rounded out the activity. No new businesses opened, none closed, and 311 requests stayed at zero.
